Washington's Proclamation of Neutrality, must have been very controversial at the time. This is because it entail, that America will stay out of any politics that do not directly impact them, and especially stay out of those with Europe. Considering that France had just helped America win the revolutionary war, and that Bonaparte would have loved having a democratically backed nation in his pocket, France was probably very displeased with Washington. The Proclamation of Neutrality also entails that America will not be turned into a convict state, meaning that if you are wanted by a foreign country, we have no hesitation to turn you over, that America is not a safe haven for the guilty.
